new tenant failed to pay rent and now is not contactable by phone

my tenant paid one months rent in advance and failed to pay the next months rent (on 13th July), they have occupied the flat for almost two months, the next payment due date is the 13th Aug. they are claiming to have applied for benefits but have failed to supply me with confirmation of this. I have been unable to contact them by phone over the last two days. How is it best to establish that they are still at the property? Can I go into the property? when can I serve them section 21 notice?
