Requirement for Emergency lighting Inspection Testing Certificate

Hi there, I am looking for somebody, who can cast light on a new situation I have. 

I have recently instructed a new electrician to go around 2 of my properties to test and produce the the annual "emergency lighting periodic inspection and testing certificate" and the "domestic fire detection and alarm system report".  Now this guy is telling me that I should fill in a log book for both alarm and emergency lights  and once a month, I should  to the property and test the alarm's sensor and the emergency lights.

Is this true? and also any person could do it ? and what about letting the tenants enjoy the house when someone have to go there once a month to check the alarm?
