Problem Tenant - No rent and tenancy lapse

My tenant hasn't paid me any rent money since January 7th. His Tenancy agreement has now expired and I am yet to issue a S21. I have given him time to apply for housing benefit however it is not looking likely that he will receive this as he hasn't been paying any national insurance since he has been in this country for two years. He is a Hungarian resident. What are your suggestions? In hindsight I should have issued the S21 when you last suggested. Are there any ways of recouping lost rental incomes? and any ways of evicting him from the property?
