Carpeting for tenant with children

I have stripped wooden flooring in my lounge , and am considering a tenant on benefits with 2 children. As one of them is a 3 year old , I am acutely aware of the noise it would make to the flat below. (I am well versed to kids As I have 3 granddaughters under 5!)

To combat this maybe , if I took this tenant would it be reasonable to have them pay for a carpet , to suppress the noise and avoid complaints?
Your thoughts would kindly be appreciated.
