Low bathroom water pressure.

I am just about to re let my flat. It's top floor and has low water pressure, so it takes forever to fill a bath. I have installed an electric shower .Which in the past all the tnts have been happy about.In light of this I tell them it's not possible to use the bath and it's shower only for this reason. Is this an ok solution, and can a tnt insist on the bath .
