Written promises - Are they legally binding?

You: I have a Tennant that I have given a section 21 note to. They are desperate to stay on but the property is currently in a state. They have promised me that they will have it ship shape in a month. If in a months time I am satisfied with the condition of the property, can I give them a new contract if they sign an agreement that should the property fall back in a sorry state or they fall into arrears then they will leave the property on my say so. Would this legally binding?
