Leaseholder refuses to pay for maintenance work

Hello, I hope you are all well. I need some advice. I share the freehold with two other leaseholders, and we all contribute towards building insurance. However, the owner of the ground floor flat (Flat A) is represented by an UK agent and is based outside of the UK. The agent has informed me that the owner refuses to pay for maintenance costs, claiming he will only pay for work related to his flat. He also argues that, since I live on the top floor, I should be responsible for the roof repairs. I have already paid for the roof repairs. How can I recover the money from him? I am considering placing a charge on his flat, but how can I issue a court summons against someone who is not resident in the country? Thanking you in advance
