Section 21 effective April 13th

My tenant was issued with a section 21 notice effective April 13th. She has not left, refuses to respond to messages and emails re property inspection, maintenance to be carried out and appointments re EPC renewal. She gets to 2 months rent arrears and after a week , pays 1 month of the 2 months arrears. As 6 months is expiring when court action should have commenced, should I issue a new notice using Section 8 (perhaps with other applicable sections) immediately after there is 2 months arrears or is it best to start the court proceedings under Section 21?
