problem tenant, s8 notice given, is it correct? small cliam, and what/how to do it?

we have a tenant who is in the rent arrear of £4150. she was given a s8 notice in Feburary to leave and settle the rent arrears by the given date 19 March 2012. however, I read some stories on the forum here, I am confused now about s8 and s21. which one is correct to give? the tenancy started 19th March 2011. Also, if I want to send the case to the court, can I request a small cliam and refer the case to court at the same time? Can I ask for a small cliam even before the court hearing? the tenant is NOT happy at all about the notice she's given, and told me that she would not leave the property nor paying me the rents even she has got the money. what should I do with her?
