Effect of rent increase on section 21

There is a school of thought that considers the issue of a s13 notice cancels the s21 as it grants at least one period of a new tenancy at the increased rent.
The fact that the tenant has not paid the increase does not matter.
I would issue a new s21(4)(a) to expire 31st May and hand deliver it to the property with a witness no later than 29th March
