Am I correct in thinking that a landlord has right of access to the common parts of an HMO without notice?

In terms of hostel type accommodation, this would be feasible, and probably necessary. I am wondering if it applies to HMO's borne out of the 'selective licensing' legislation, now affecting some shared student accommodation.
