Deposit Paid, Contract Not Signed, Tenant Pulled Out Last Minute

A prospective tenant paid his security deposit in full and was due to sign his contract and move in today. He has just notified me that he has changed his mind and wants his deposit back.

Even though he hasn't signed the contract I clearly have administrative costs and unavoidable rent loss.

Where do I stand legally?

I should add that a) I haven't insured the deposit yet, and b) I have a signed (RLA) guarantor agreement.
