amnesty for tenancy deposit scheme

would anyone agree that a period of time be allowed to be able to pay deposits into a scheme after the 14 day allownace, regardless of how long the deposit has been held.Obviously you need to make sure that you not going to be liable for county court action and have your repossesion rights.
