Control of gas bills in HMO's

Hi, I have a couple of HMO's and haven't yet figured out how to stop tenants leaving the heating on all day and all night. My gas direct debit is around £230 a month. I don't really want to ration it but the heating is on and they'd rather open all the windows than turn the heating down.
I can of course increase the rent but my chances of actually getting any extra cash from them are very slim
Anyone else have similar issues...?
