Hello
my sister has rented a house out at a high rent for 12 months and now left. The place was thoroughly cleaned and they did the carpet as an extra as my fiance cleans them for a living.

The landlord is witholding the deposit and going thru the arbitration service but they have no idea why it is being witheld, he has not told them, he has gone straight to dispute

he has also not put it into dispute within 10 working dates (as stated on the agreement).

can anyone tell us:
- if he should have negotiated with his tenants first
- what are the implications of the dispute going in late?

also he did not give them a gas safety cert for the whole of their tenancy, they are sure there was never one done which now he is doing this to them as well, makes them even more mad!

any ideas?
