Hi
I had a problem like this before and had to fax over a copy of the tenancy agreement to the utility company to prove that in my tenancy agreement the tenant was liable. They then had no option but to chase the tenants who were in fact Polish. The contract should be between the tenant an company unless you are letting bills inclusive. check your tenancy agreement
