Section 11 - repairing condensation mould damage

Tenants reported mould in the flat.
As a landlord do I have to repair the damage (i.e. treat mould and redecorate) under Section 11 or in accordance with any other section?
There is a debate raging as to who is responsible for the cause of the mould damage.
Does Section 11 cover condensation damage and if so do I have to repair eventhough I don't think I (or the building) am to blame?
