Could you please advise me. If a couple rent a room in a HMO (no landlord in house)does the landlord need to place the deposit with say the DPS or other scheme and follow the correct normal process of providing documentation to the tenants. Or can they just keep it themselves? In which case what would the fines be if they refused to return the deposit.
