Making a false statement for pecunary advantage is I think theft, but if the benefit money is given to the tenant by the government without fraud and without conditions it may not be theft. It certainly should be but this country is very weak on enforcing debts and they seem to get a lot of free advice on how to dodge paying rent.
Not paying the TV licence is taken much more seriously!
