re: should deposit be used as rent

My tenant is vacating my property end of November he has sent notice requesting i use his deposit as his final rent payment, i have rang him to tell him i can not do this and have to take months rent as normal and after property checkout will get back if everything ok.

Am i within my right to refuse to use deposit as rent even with tenants permission
