Can a tenant legally not pay rent

Hi there,

I have been on holiday for the week and an hour before I left my tenant phoned me to say the flat above was leaking in to there bedroom. I have been unable to do anything about it until I came back from holiday a week later but they tell me that they have had to sleep in the living room for the entire week as the smell and the damage to the bedroom was so bad.
They have thrown out the old carpet and underlay and got a new carpet and underlay fitted in my absense which is fine but are now saying that they will not pay rent for the week they could not live in the bedroom. Do they have any legal right to not pay a weeks rent?
