It seems to me that the answer to these guys (on the assumption that you have a key) is to go in, disconnect the utilities, take out vital equipment of your own, yes, even take off the door if appropriate, and change the locks. The law abiding amongst us will counsel caution - but when the chips are down any such actions are presumably only civil and not criminal offences and although the offending tenants immediate response may be to get the police there is nothing the latter can do about it, if it is civil. Moreover, to take it any further our offending tenant will have to spend money to bring it to court - which money by definition he does not have!!
