Tenants on housing benefit

We have 3 tenants claiming housing and other benefits.
The Council pays us directly.
The documentation relating to benefit claimants that we have signed confirms that we may be liable as landlords if the benefit claimant claims benefits fradulently or takes on work that disqualifies them from benefits.
What can we do to protect ourseleves? Can we ask the tenant to sign a form that they would indeminify us or what other measures might you recommend?
