If they are not letting you in to sort the situation then they are bluffing!!! First write to the tenant and advise them that you will be coming out in 48hours with a workman to look at the situation. If they do not let you in at the agreed time write again stating that you visited but access was refused. But for now I would be filling in eviction paperwork for courts! Keep that going in the background while you try to get into the property, but beware of harrasing the tenant!
