RENT ARREARS CLAIM from missing tenant

I had tenants who did a runner and at present I cannot find them. What is the maximum time that I can apply to the small claims court for rent arrears and interest in the rent arrears plus court fees.
Obviously I cannot apply to the courts for rent arrears if I do not know where they are!
