Unable to contact tenants

I completed on an ex-LA flat in Leeds about a month ago that was sold to me with tenants already in place.

Having been give the tenants mobile numbers I have tried repeatedly to get in touch with the 3 lads living there, but have so far been unsucessful.

There is an AST in place with the old LandLord but not one for me yet (this is one of the reasons why I want to get in touch). I have also posted letters asking them to get in touch but to no avail.

Can you advice me of the correct procedure, am I within my rights to go round and let myself in as there is no actual tenency agreement between myself and the tenants? Do I need to file section 21 or because there is no agreement can I begin eviction straight away?
