In a shopping pararde where I own some properties, an extremely disruptive and abusive family have moved into the area. They are renting a flat above an Indian take away, the owner of the take away is also the landlord of the flat where they are staying. Rent being paid by DSS.
Is there any way, if enough complaints are made, that something can be done?

The landlord does not care about the disturbance. Although the flat looks very rough,and possibly subleting going on.

Any help apprectiated although Im not sure what can be done
