Hi, I have a tenant who canstantly refuses to pay his rent. He is in rent arrears at the moment. Unknown at the time he was suffering from damp in his flat and sent me a letter stating that he is reducing his rent to half the mount payable until the problem is rectified. As he never informed me of the problem is he entitled to do this?
