section 21 and possesion

we have issued a section 21 which has now expired, the tenant refused to leave and the landlord applied for a possesion order. we are in the middle of the 14 day period for the tenant to send a defence. the landlord has reported the tenant has now left and the property vacant. a neighbour has confirmed they removed their possesions one evening. the landlord wants to enter the property and change the locks.
can he do so immediatley or do we need to issue notice of abandonment?
