Blacklisting problem tenants

Does the RLA (or anyone else for that matter) operate a 'blacklist' where we can share details of problem tenants?

I expect there may be Data Protection issues (another example of tenants rights over those of the landlord!), but thought it may be a way we can avoid getting ourselves into potential future problems with tenants.
