A lack of heating and ventilation can cause the problems you identify but also you need to check out other sources of the moisture and make sure an effective form of heating is being supplied by the landlord ie0 the system works efficiently.

Consider also what free heating packages are available from energy companies such as draft insulation and loft insulation, especially if the tenants are on any benefits etc.
