On two separate occasions we have allowed a tenant to have a cat and both times we had to have the entire flat fumigated and had to remove all carpets due to a flee infestation!!
You can't be unreasonable regarding allowing pets though, I think I would discuss the possible problem with the tenant and obtain thier written agreement to use frontline regularly and if there are any problems that they will pay for fumigation and new carpets. Also if they are planning to use a cat tray, proper sani litter is essential, newspaper or wood shavings are not a substitute.
