My tenant wants to SUBLET

I have let a shop & flat, to a tenant on a 3 year IRI lease, the tenant now wants to sublet the upstairs accommodation.
He has called me to ask permission which I have given him verbally, and then has been told by the local council that he needs the authorization from me in writing.

Please could you advise how I should be going about this, and any problems I may have as an outcome.
