Can the tenant refuse entrance to the Landlord?

It's a week that I am trying to fix the shower hose. Twice the Lady did not open the door to the person I sent to fix the hose. I sent her a message saying that I will go myself to fix the hose. She did not come back to me.
- Do I need her to confirm if I can or not enter the property,
- Can she refuse my entrance to the property, and If so what can I do?

If I enter my property and she is not presence, do I need to follow any procedures? Can she accuse me of stilling something (obviously not true)?
