Hopefully as well as telling them not to put up wallpaper etc it's detailed in your tenancy agreement. Therefore the tenant has to pay to put the house back to how it was when they took it over. The same applies to dishwasher plumbing and any other unwelcome changes (don't call them improvements because they're not!)
