Tenancy Types and Management

My agent organised a flat let to a company who was contracted by the tenants' employer to find them accommodation. This company has set up Licences to Occupy to each of the tenants and charges them each a monthly rate. Collectively this rate is nearly £300 a month more than the rent, rates and utilities which the Licence fee is supposed to cover. The tenants are Fillipino Carers/nurses who were probably not expecting to pay a commission to such a company. Is this normal?
