guarantor - copy of tenancy agreement

Your Guarantor form states that the guarantor should have seen a copy of the completed tenancy agreement - does this mean that the agreement should be signed by tenant & landlord and dated, prior to the guarantor signing the guarantor form? Therefore the tenancy has commenced without a guarantor being in place?
