Once tenant leave and checkout inventory is done, if there is damage to be repaired or cleaning to be done, should tenant be allowed to do them or could landlord have them done professionally and charge the tenant?

While cleaning and repair are being done and the property has to remain empty, could tenant be charged rent for that period?
