Tenancy Agreement

I signed the tenancy agreement and so did one of the 2 joint tenants
She asked to keep it so that her partner could also sign it that evening
I allowed her to do this but ever since they have always come up with excuses as to why they can't give it back to me
This means I don't have the original nor a copy
When I want to get vacant posession how will I do this if I don't have the tenancy agreement ?
Also they are now in arrears with their rent [6 weeks] They also won't allow me entry to the proeprty in order to carry out some essential building work which I believe under the terms of the contract I have the right to do [with reasonable notice]
The property is in a conservation area and I have agreed a schedule of work with the LA but the tenants always say it isn't convneient for them to be there when the builders are available and they won't have them on the premises unless they are present
