Structuring temporar housing in one property before moving into another & risks.

Im considering housing a prospective tenant in one dearer property (A)until my second property's (B)insurance repair work is finished & then moving them into the smaller, cheaper property they are interested in.
Because the first property has been empty for some time we will face a 150% Council Tax charge from April unless it becomes occupied.
We are currently unable to find/agree on a suitable long term tenant
for this property.
For this reason we've considered offering this larger, dearer property
to the prospective tenant until the other property is ready to occupy & only asking them to pay Council Tax,utility bills & Security Deposit(this plus full rent would be beyond their means.)
The problems I see are:
1. Hopefully less than 6 mths. work required on house A so we cannot offer the usual min.6mth.Shorthold Tenancy
2 If we don't charge rent for A how can we insure all payments met & tenant moves out to house B when requested ?
3, We would not want A occupied without the tenant's written commitment to normal tenancy of B as & when repairs finished.
The advantages would be:
(a)no large bills on an empty house
(b) Council Tax would reset to normal level when temp.tenant leaves
(c)house B becomes eligible again for Empty Property CT reduction until we finf right tenant.
Constructive thought & advice would be much appreciated !
