Hi,
You offered it for rent in its current condition and he accepted your offer so its tough - he can buy the blinds himself.

However a blind is not expensive and you may feel a few pounds to kepp a good tenant happy is worhtwhile - I know I would but I would first advise him that we do not mind him making the change himself.
