Neighbour's gutter flooding our flat

Our flat in a converted georgian terrace has water coming due, my surveyor believes, to a neighbours downpipe being blocked. I've spoken to the neighbour who says she will ask someone to clear it. the gutter is on the 3rd floor and so may not be easy to get to and I suspect she will find it takes a while to clear. In the meantime my tenants have water coming in when it rains.

If the neighbour doesn't act do I have any comeback?
Should I be compensating my tenants for the inconveniance? I have offered to pay to have the coats that got soaked to be drycleaned. Should I be doing more?
