advice regarding alleyway and damp

i have an end terrace and there's an alleyway at the side. Unfortunately the gradient of the alleyway has meant that when it rains puddles are created against the wall of my property. As a result the mortar bricks etc have perished and created damp etc...

do people recommend i contact the council for them to put more concrete down/level-off the alleyway to prevent more puddles (can i legally request this?) or am i just better off putting down some myself?
