Who is responsible for Tenants bed bugs?

The tenancy started on 28th August 2007
I had a call from one of the tenants to say that he has found small amounts of blood on his sheets which he says are from bed bugs and he tells me that this is my responsibility and has suggested that I clear the problem up next week while he is on holiday.
I would be very grateful for your advice
