Section 13 issued in error

A tenancy is due to expire on the 25th of this month after a years tenancy. Tenants taking another year tenancy and the contract has been sent for signing. prior to this ( a calender month prior ) a section 13 was issued increasing the rent. I believe this was sent incorrectly can anyone help re the correct way I should have done it.
