mould on window cills - who is responsible

I manage a number of flats in a very old building converted 18 months ago.Mould has beencoming through on the cills and reveals which are the original stone that was not overboarded &plastered.In some cases now its quite severe.The advice ive given to tenants is to leave the vents open on the windows but its not working.

The landlords are saying its the tenants fault and they should clean it off and the tenants are all saying it not their job.

My opinion is that the developer didnt treat the mould when the building was converted and just painted over it.The 12 months builders guarantee has expired and they are long gone.

What should I do?
