Local council want periodic inspection

The local council recently inspected one of my properties citing the reason "it's their duty to ensure the safety and wellness of tenants".

Needless to say, nothing untoward was found but they wrote to me asking for a gas cert (no problem) and also a periodic inspection.

As far as I am aware, this is not a mandatory requirement and they have not said why they would like to see it. Can I dismiss their request without falling foul of the law?
