What legal rights does a 'Permitted Occupier' have??

I have just agreed a 6 month AST with a tenant and his 'permitted occupier' partner. Can anyone explain what rights this partner has? If my tenant decides to leave does the permitted occupier have any right to stay at the property? Would I be better off with joint tenants? I understand that the partner, who is new to the UK, is employed doing agency work and would therefore not pass the credit checks.
