I am a landlord In residence
For about two weeks I had a lot of problems with the heating and called out two plumbers on 3 separate occasions - all tenants had good electric heaters .
One of the tenants has withheld 1/3 of his rent due to the heating problem
He says he took legal advice , but I said he had no right to do this ..
Please note he had two electric heaters in flat
Does he have the right to withhold any part of his rent
