Monthly Liscense to Occupy?

I spoke to a fellow landlord today and he mentioned this to me. He does not issue an AST to new tenants but instead issues what he calls a monthly Liscense to Occupy. If the tenant performs well he then offers them an AST after a few months. Having had a couple of bad experiences in the past I am interested to know more about this but can't find anything on this site. Can anyone give me any more info please?
